Ruby On Rails Project / docker clean up

Older but functional Ruby on Rails project that needs to be prepared to run correctly. Given its age, a few gems have changed since the last time it was deployed, and as such will need to be updated. Need to ensure that rake/resque tasks work correctly, and it can be ran locally on a windows development machine and that existing docker file works correctly for a linux server.
