Need help fixing an automated message not being sent

I've got a ruby based website, which send out an email when a specific action happens in a record. The email does not seem to get triggered anymore, but I am not sure the problem is either the email address is inactive or the email configuration is broken in the background.

I need a Ruby expert to look into it.
