LTI 1.3 & LTI Advantage for RoR App

We have a Ruby on Rails LMS (Learning Management System). Admins can upload videos, scorm, etc..
We need the app to become an LTI (Learning Tools Interoperability) consumer. Admins can add LTI content and users can read and consume that content.
The platform must receive back students data (sessions, grades, etc...)
Key Requirements:
- Development of an LTI 1.3 and LTI Advantage integration
- The app should function as an LTI consumer
- Integration with a custom Ruby on Rails based LMS
Ideal Skills:
- Proficiency in Ruby on Rails
- Experience with LTI integration
- Knowledge of developing and integrating with LMS
