LTI Integration for Ruby on Rails LMS

I am looking for a proficient developer with experience in Ruby on Rails and LTI (Learning Tools Interoperability) 1.1 and 1.3. The goal of the project is to enhance the capacity of our Learning Management System (LMS) to consume LTI contents.
Key Requirements:
- Increase our course offerings by integrating LTI tools.
- You'll also need to incorporate the specific LTI tools that we plan to use, details will be shared when we proceed.
Key Experience/ Skills:
- Expertise in Ruby on Rails
- Experience with LTI 1.1 & 1.3
- Past Experience in LMS upgrade/integrations
