Implement a Ruby on Rails application with Apache Solr in Docker

I have a project that I need back-end support on. I will need you to implement a development environment running https://projectblacklight.org/. I will need a UI to access the Apache Solr database that is bundled with Blacklight. I will need you to implement the dev environment on AWS (EC2 is fine). I also need advise on how to incorporate Docker, and how to create a build pipeline (client expects me to deliver them a repo and deploy the application via Docker). I may also need to you to consult with me and the clients IT team to design a workable deployment procedure.
