FIX AWS RDS AND ELASSTICBEANSTALK ISSUE FOR RUBY ON RAILS WEBSTE

I have been trying to connect PG on RDS to our Elasticbeanstalk app but not working, I am not getting the right PG URL to use.
Can you help?
I used the same info and tried many things like changing the password and following the pattern. App went down because of AWS was overdue but RDS database was not there except for snapshots after we did the payment and got access.
I am able to connect easily with PG Admin but won't connect when I added db URL to Elasticbeanstalk config.
