Emergency AWS and RoR app deployment needed

My long term developer wound up homeless from drug addiction and managed to take our mission critical web-based mobile app offline today. I need someone to deploy a new EC2 instance and a MySQL database immediately. I need access to the db, so I can repopulate the tables. While doing that, I need the app built in Rails redeployed, too. I have the code. The config file will need to be updated to connect to the new MySQL db and the new server IP address.

I need this done in a few hours.
