Custom Redmine Development & AD Integration

I'm looking for a Ruby on Rails expert with Redmine plugin development experience, to customize our Redmine platform. The key features required include:
1. **Blocking Free Email Domains**: The system should block the use of free email addresses (like Gmail, Yahoo, MSN, Hotmail, Outlook.com) during account registration. There should also be an option in the backend to configure which email domains are blocked.
2. **Active Directory Synchronization**: Integration with Microsoft Active Directory (AD) is crucial. The system should support both Single Sign-On (SSO) and periodic account synchronization. I need the ability to configure AD synchronization from the backend.
3. **Account Management**: For employees who have left the company and whose AD accounts have been deleted, their corresponding Redmine accounts should automatically be blocked, not deleted.
The ideal candidate should be familiar with Microsoft Server and Active Directory setup. Strong Ruby on Rails and Redmine plugin development skills are a must, as well as experience with backend configuration.
