Create the "Docker" configuration for a "Ruby on Rails" project.

I'm in need of a skilled developer who can set up a Docker configuration for my Ruby on Rails project for the development environment. The configuration should include PostgreSQL for database setup.

We need that you:
- Create the required "Docker" configuration to execute and test the "Ruby on Rails" project "https://github.com/excid3/jumpstart" on a PC with "Windows 10" by using the latest versions of any software involved (Ruby, Rails, PostgreSQL, Redis, any gems, etc.). Deliverables: "Dockerfile" and "Docker-compose" files.
- Create a document with all the detailed steps required to use the solution in our environments. Deliverable: A document with all the detailed steps.

In order to accept the solution we expect to:
- Download by ourselves the project "https://github.com/excid3/jumpstart" in our "Windows 10" PC.
- Follow all the steps in the document and not to have errors to test the "dockerized" project.

Key Requirements:
- Create and configure a Docker setup for a Ruby on Rails project
- Include PostgreSQL for database setup

Experience:
- Proficient in Docker and Ruby on Rails
- Experience with setting up PostgreSQL
- Understanding of development environment configurations
