Create Hourly Email Queue Reset Command

I'm facing an issue in Postal where all mail goes to the queue after the hourly limit is reached. That queue doesn't release the messages for 7 days, the issue is described here: https://github.com/postalserver/postal/issues/144 - there is also a proposed fix, but that doesn't work with the latest version of postal, I need a similar fix that will work with the latest version of postal
