Build blogging system for Ruby on rails application

HI,

I need someone to create on my existing Ruby on rails application on blogging system, where i can
-Draft an article from my admin panel and write it in different languages
-Publish an article from my admin panel
-When publish, it will create the page automatically and the url
-Please i dont want a CMS solution


My ruby on rails application is already working and the admin panel as well.
