Build basic web app on ROR, Webpacker(5-6) Angular(12-13)

Create a basic starter pack with CRUD operations using Ruby on Rails, Webpacker v5 or v6 and Angular 13 (Typecript). Very similar starter pack with simple CDUR, which shows what needs to be done can be found here: https://github.com/iamjuliosampaio/crud-rails-angular

Desired environment:
Ruby version: 2.7.0
Rails: 5.2.3
Node version: 12, 14 or 16
Webpacker version: 5.x or 6.x
Angular version: 13

Expecting basic project setup, skeleton and CRUD operations. It should be operational and explanation required also.
