Create a custom robot with camera and speaker

I need a custom robot with 4 ft height in India. It does not need to be have AI. It will just have a camera and a speeker with microphone. And a wheel so that it can move. So I want a prototype Robot. And after my work done I can order thousands pieces based on the market needs. You should give me a proper plan before started working.
