Build a Camera Automated System

create an automated camera system standing by the beach that can identify active surfers riding waves and record their performances in high quality.
The camera will be stationary, have pan tilt zoom capabilities and be weather resistant.
The computer vision system should be able to:
Identify and keep track of surfers riding waves. Accuracy doesn't have to be perfect (getting 80% of the ridden waves and having 80% of the recordings actually being ridden waves is good enough. Fast reaction times (filming wave since it started) would be relevant)
We don't need to identify specific surfers, but clustering waves and recording from the same surfer is potential
Control camera record, pan, tilt, zoom to have a proper frame and high quality video.
