Comprehensive Oil and Gas HSE Package

I’m putting together the full HSE documentation set for a new oil & gas station and want everything compiled into one clear, professional package. The job covers three core documents: a site-specific HSE Plan, a Job Safety Analysis (JSA) library for every critical activity, and a supporting FMS manual.
Within the HSE Plan I need thorough emergency response procedures that spell out evacuation protocols, fire-fighting measures, and first-aid instructions, all mapped to local authority requirements and the relevant international standards (ISO 45001, NFPA, etc.). The plan must also contain health-risk assessments for routine and non-routine tasks and detailed method statements so that every work step is traceable back to an identified control measure.
The training element is equally important. Please build a programme that mixes hands-on practice sessions with scheduled safety drills and realistic simulations, then ties everything back to regulatory-compliance training modules. A simple matrix showing who needs what course and when will help the on-site team track competency.
