Submit 2-page (12 Point, Times New Roman) based on the following guidelines and
summary of your “urban challenge solution” plan to improve human city life by meeting a challenge within the preceding “Proposals Should Address” factors. Clearly identify stakeholder groups and their support for the project. Include a summary Budget showing all cost share and partner support (in-kind, staff time, as well as city, business, and community resources); note added funding sought from local sources. Show planned implementation timeline for completion within 2 years if selected and funded. Note additional terms and conditions below.

Proposals Should Address:
1. Proposals must offer a sustainable net-zero/low carbon solution to address a documented urban challenge. Solutions may be technological, nature-based, financial, organizational, or take another form to meet the service needs in the water, transport, energy, waste, health, education, housing and/or other priority urban sector. Supporting materials that describe the local urban challenge (e.g., local planning documents, government policies, university research, etc.) are required. Applications from Cambodia and Laos must be for environmental and health related
projects only and may involve public universities.
2. Proposals that feature a partnership of at least two of these stakeholder groups are preferred. The lead organization to execute the funding award must be clearly identified with details of its legal status. City governments are not eligible to apply or form part of the partnership application, yet letters of support are welcomed.
3. Preference will be given to solutions (product, service, etc.) that are quickly implementable and have already been designed/developed and need funding to be marketed, manufactured, distributed and/or scaled. Proposals should also
explain how the entity has sought funding through local sources.
4. Proposals should include a Project Lead and Key Staff with biographies.
5. Cost-sharing, to include financial, in-kind resources, staff time, etc., is required and should be explicitly described in the project proposal budget. Preference will be given to applicant groups that commit their own matching funds or find other sources of funding to create or expand/scale an existing urban smart solution. The budget should reflect cost-sharing.
6. Preference will be given to projects that demonstrate collaboration with U.S. organizations and/or business community in support of ASEAN cities for the improvement of urban service delivery and sustainable economic development.
Eligibility to Apply: Stakeholders (small businesses, NGOs and universities) from
Eligible ASEAN Countries including:
Cambodia and Laos (environment and health projects only)
Indonesia, Malaysia, Philippines, Thailand, and Vietnam

7. Solutions should be implemented by April 2024 and demonstrate results and documented improvement of an urban problem. A mid-term progress report (due June 2023) and final report (due April 2024) of the innovation and documentation of deliverables/outputs will be required. Applicants will follow other relevant reporting procedures.
8. Statement regarding feasibility to carry out work in the COVID environment.
