Read and Summarize Government Contract Opportunities AND RFP's

I am looking to apply to government contracts in my state of New Jersey in USA. i'm an education consulting firm so I'm looking to apply to mostly contracts and solicitation opportunities related to education, youth development and workforce and job training.
However, many of the contract applications are very long. I would like someone to read, review and create a very short summary of each of them for me that gets straight to the point and specifies exactly what the contract services is requesting so I can figure out if its something that I can do and apply for.
