• Quality and feasibility of the proposal and how it can reasonably be expected to produce the intended outcomes, appropriateness of the proposed methodology, and innovative solutions offered.
• Clear demonstration of understanding and elaborating on the required scope of work, proposed delivery modes of required business services for one or more IPSC targeted groups (SGBs, PEs, and BSOs), specific illustrations of required business expertise, how progress and impact will be tracked, measured and reported, with defined and appropriate milestones and measurable outputs, along with a plan to document and
share good practices and lessons learned to replicate and scale up successful initiatives, and how activities can be sustained after USAID funding concludes.
Past Performance – Past performance is a measure of the degree that a company satisfied its clients in the past and complied with applicable laws and regulations.
• Demonstrated performance in (a) achieving results; (b) implementing projects and activities similar in scope and breadth, including evidence of adherence to contract schedules and requirements, timely and thorough periodic reporting, forecasting and controlling costs and quality of products delivered; and (c) developing sound programs in a collaborative fashion in the past three years.
• Previous and ongoing experience in implementing similar trainings and capacity-building support, demonstrating successful outcomes and evidence of the overall capability to undertake and accomplish the proposed scope of work. Extensive experience in working with the private sector in Vietnam, including: micro, small, and medium enterprises (MSMEs), start-ups, households, and cooperatives.
• The extent to which references of past performance included in the submission indicate the company’s ability to successfully compete the proposed scope of work.
• To support PEs, Offerors and their proposed consultants should have experience working with established companies; held leadership positions, served as founders or investors of companies and investment funds, and provided similar services in the past; have a dependable, well-known reputation and connections with potential PEs in Vietnam; and achieved notable collaboration with investment funds, as well as relevant ministries and agencies, and private business associations or clubs.
Management Overview and Expert Qualifications – IPSC will determine if the proposed management and consultants possess the technical and managerial experience and skills required, considering the breadth of knowledge, education, and experience of each proposed candidate.
