Create a rfid tag based system to take videos at events with various cameras

i need to make a sistem that can track runners using rfid to be able to find later on via software the video of the specific runner and cut it. The idea is to have various cameras recording during an event and once the people that run pas in front of the camera, the time is recorded so we can find that fragment exactly on the video recording.
