I was able to monitor WhatsApp presence status in certain ways.
However, with the update made by WhatsApp about 3 weeks ago, WhatsApp don't allow to see the presence activities of people non-contacts.
But there are dozens of apps out there that work great right now, I don't know how they do it but I'm willing to pay whoever can do it.
Even you showing that a project already published on Github is working is enough for me to pay.
This needs to be done without sending a message to the person to be tracked.
