Deskopt app with authorization

I'm looking for a person, that can create for me a desktop app, which will be resposible to act as a authorization client for launching my product. My product will be a dll file streamed from the server, I will take care of the launching process. I need the app to be heavily obfuscated and protected agains debugging and reverse engineering attempts.
