Debug DLL Loading Issue for .dat to DLL Conversion

I need a skilled developer to troubleshoot an issue with a project that converts .dat files to .dll files using a Ruby script and builds a loader executable to load these DLLs. Older .dat files worked fine, but new .dat files (provided by the developer) fail to load without any error messages. The process involves:
-Converting .dat to .dll using a Ruby script (make_cheat_dll.rb) and Makefile in a MinGW environment.
-Compiling a loader (loader.exe) using a separate source in loader_exe.
-Running loader.exe with the DLL on a flash drive as administrator.
-The new DLLs compile but don’t load, unlike older versions. I need someone to:
-Debug why the new DLLs fail to load.
-Check the conversion process (including patch_timestamp.rb for PE header timestamp).
-Ensure compatibility with the loader.
-Suggest and implement fixes.
