Make my IT Resume look Modern and System friendly

I need someone who has worked on many resumes before that can make my resume more modern and keep it friendly for the system to detect my name and skills. The freelancer can bring his/her own creativity and add upon what I already have. Suggestions are always wonderful to have. I have a lot of information that I want to squeeze into the new modern resume so it will be a sort of challenge but if you're up to it let's make it happen.

I have created a soft skills and languages section (1 out 10) that will be a sort of bar graph based on the resume.
