Develop RESTful Service/App for Windows-Linux Platform

I'm looking to develop a cutting edge RESTful Service application that will run both on Windows and Linux platforms. To do this I require a highly knowledgeable and experienced software development team that is familiar with building applications using the C programming language. This development will be a highly specialized project, as it will require expertise in creating RESTful protocol services using Windows and Linux platforms.
