API Integration SMS Gateway Hardware with a Online Reseller Panel Website

I am looking for a Developer with Extensive knowledge of API Integrations and familiarity with SMS Gateways equipment to integrate my Equipment that supports 128 sim cards with the website that provides API documentation to work with (me as a Reseller). Also, to Add in the Future, any other equipment Automatically with no need for any development integration.
The work consists of connecting my SMS Gateways (hardware) with the website that offers the possibility of collaborating in receiving SMS online. So I can monetize these sim cards. The website owners have a page explaining how to work with them and offering the API documentation required to connect my Equipment to their platform. I showed them the service of receiving SMS on my sim cards, inserted in my 64 port equipment, with 128 channels; each Channel = 1 Sim card allows sim cards that I want to rotate.
I have the API documentation of:
1- Website I want to collaborate with
2- Hardware (Sms gateways)
3- Mobile Carrier Provider (Access via AnyDesk Only) with the API Documentation to Activate, rotate Numbers, Enable, etc.. of the SIM Cards through my mobile network provider.
NOTE: I need the developer to Understand the BUSINESS MODEL to build an application with business logic for integration. In other words, this documentation (on the website) only provides information on interacting with these devices, but I need an application to receive, process, and store this information (SMS). So to build one, I need a developer with coding skills to Build the full integration.
