Target audience research and strategy

I am launching a new business and need someone that can define 'Target audience' and research about most efficient ways of reaching out to them, this documentation must be detailed and not generic.
I myself did a lot of research and can share some inputs, but I require an expertise with hands on experience that has already done planning, if not implementation in the past.
You must have a strong marketing background, be willing to discuss in-length and draft a well thought, well researched and award winning documentation that will help the business to move ahead in the right direction from the word go.
