I have already drafted the key messaging for a report that will be submitted to the UN Human Rights Council regarding South Sudan. The current text (about two pages, ending with the paragraph that begins “This submission does not advocate for unconstitutional change…”) needs to be expanded and shaped into a polished, evidence-based policy document that can move decision-makers toward principled, time-bound constitutional and human-rights engagement.

Scope
• Structure the material into a concise executive summary, background, findings, and forward-looking recommendations.
• Embed authoritative, properly cited data, resolutions, and regional commitments that reinforce the arguments on peace, democracy, and inclusive constitutional processes.
• Maintain the balanced tone—no calls for sanctions or external imposition—while clearly articulating pathways the Council can take to reinforce trust and prevent future instability.
• Deliver a clean, publication-ready report in Word (and PDF) of roughly 2,500–3,000 words.

Acceptance criteria
1. Arguments align with international human-rights norms and AU/IGAD democratic commitments.
2. Citations follow a consistent style (APA or Chicago).
3. Recommendations are actionable, time-bound, and framed for diplomatic uptake.
4. Language is clear, persuasive, and free of grammatical errors.
