Researching and extracting patterns and lessons learned -- 2

I need a quick benchmark/research project to extract patterns and lessons learned from at least 3 countries/cities in the following:

1. Governance of land-use in general and industrial allocated land in particular (roles and responsibilities of public entities etc…)
2. How land is allocated within cities and regions and how is industrial land allocated in particular.
3. What licenses are required to operate factories and their requirments.
4. How are industrial ambitions/ prospects aligned with urban planning and reflected in land-use.
