Researcher to categorize past contracts on government website

We need a researcher to help us categorize past contracts completed by NASA. Past contracts from 2019-2021 need to reviewed and categorized into skills. This way, we can easily identify which past contracts were related to which skills/industries, and help us see which current/future contracts are similar to ones done already.

There are approximately 43 contracts to review. For most you may simply read over the briefs to get an understanding of the skills required for that contract or challenge. While the contracts are with NASA, they are not always related to aerospace engineering. Past contracts have been in studies of medicine, network engineering, environmental sustainability, employment, etc. The ideal freelancer will be a researcher experienced in picking up these various topics.

For each contract, we'd like the freelancer to breakdown the main field of study the challenge pertains to, and all skillsets required to qualify for the challenge. Past challenges can be found here: https://www.challenge.gov (see Archived Challenges tab to view 2019 and 2020). Deliverable will be an Excel or Google Sheet breaking down each of the past challenges.

This should be done manually. The website cannot be scraped.
