Research sources of vehicle details in India
Budget: $30 – $250 USD
I am looking for someone to research sources of vehicle data in India. Specifically, answering two questions
1) Is it possible for a foreign (non-Indian) company to access the Vahan API, and what is the procedure?
2) What state-level sources are available online, and of these sources, what are the inputs (RC number) and outputs (Make / Model / VIN / etc.)

In order to answer (2) completely, I would expect a spreadsheet of every state in India, with any local source website - specifically the URL to the search facility, not the homepage of the RTO.
I would prefer to award this project to an Indian person or company, assuming they may already have some local knowledge, but others may apply.
As with all my bids I have two strict rules. Never ask for more money than your bid amount, the answer will always be no. Never ask to be paid before the work is complete, the answer is no.
