Computer science / Engineering researcher is required

I have a technical report that I want to convert into a paper to be published in a Q1 journal. You as a person MUST and I repeat MUST be a researcher. I'm not after a technical writer. You must have published papers before. There will be some work needed regarding the literature survey and composing the introduction and summary...etc.
Kindly note that the project aim is NOT writing the paper, it is actually publishing the paper so you will be part of the publishing process. If you don't understand the publishing process, or if you have not published papers before, kindly don't bid on the project. Researchers are welcomed.
