We spent a great deal of the course to this point discussing various collective action problems that act as barriers to meaningful cooperation most of the time in international politics. This leads to the core problem of international relations, which is, how do you encourage hundreds of self-interested, mostly rational states (and non-state actors) to work together (i.e. cooperate) to address major global problems such as climate change? Why is it such a challenge to get everyone to cooperate even when they understand the implications of failing to do so as well as have the tools to overcome the problems/barriers before them? What would a realist say to respond to this question? A liberalist? A constructivist? In your opinion, supported by any relevant evidence/analysis from section 1 of the course (most notably about collective action problems and the various IR Paradigms), how do we overcome these barriers to cooperation, if at all? What is your take on the matter?
