I need a technical writer

Need to create a white paper, study/proposal which supports opening a branch office or separate wholly owned subsidiary in the Houston, TX area, complete with statistical charts and demographics. The business model primarily provides Mechanical Construction and Maintenance to the heavy industrial, marine, oil and gas, govenrment and space industries.
