The assignment for the paper is the following:
The COVID-19 pandemic has exposed serious institutional weaknesses affecting formal governing organizations (from the World Health Organization, to the European Commission, to the healthcare authorities of the most affected regions) and policy institutions (in areas including healthcare, welfare policy, monetary and fiscal policy to name but few) at all levels (global, regional, national and sub-national). Institutional changes are urgently needed to make our society better prepared to tackle the next pandemic.
Your task is to advise a public organization of your choice (e.g. parliament, ministry, international organization, …) on how to achieve institutional change to allow a more effective response to a future pandemic. More specifically, your job is to write a strategy paper that analyzes the obstacles to a specific institutional change and how these obstacles can be overcome.
The strategy paper should include the following elements:
1. A brief description of the status quo and of a specific institutional change to be implemented. (20 % of paper).
2. A thorough analysis of the obstacles to achieving the desired institutional change. This analysis should draw actively on theoretical arguments from at least two of the institutionalisms and should include references to relevant academic literature. (I will give useful sources and you can also use other literature.). (50 % of paper). You can choose from the following types of institutionalism (at least 2): rational choice institutionalism, historical institutionalism, discursive institutionalism, sociological institutionalism, institutional isomorphism).
3. Concrete recommendations about how these obstacles can be overcome. These recommendations should build logically on the analysis of obstacles. (30 % of paper) The recommendations should follow logically from the analysis of obstacles and build on theory in a consistent way. For instance, if your discussion of obstacles is based on historical institutionalism and discursive institutionalism, it looks strange if your recommendations are based on rational choice institutionalism.
Choose which specific institutional change to analyze (e.g. waiving patents on vaccines, restructuring the WHO, …..). You also have to choose the geographical level of analysis (national, international/European (preference), or sub-national) and the policy area/organization to discuss in the paper. Be as concrete and specific as possible.
The paper should be minimum 2000 and maximum 2500 words (excluding reference list).
