Research paper for HMIS challenges and opportunities in Kenya

I am looking for an experienced researcher to produce a lengthy research paper of more than 20 pages focused on both the challenges and opportunities in the Health system through the Health Management Information System (HMIS) in Kenya. Ideally, the researcher will provide credible sources as they complete the project. This research should be detailed and provide an objective analysis of the current position of HMIS programs in the country. The aim would be to allocate upcoming resource allocation to the most effective aspects of the platform and tackle the areas creating the most significant challenges.
