Proposal and Article Writing for an international magazine ( Approx. 3500 words in total)

I need a professional article or blog writing personnel, who has strong control over US written english ( US business magazine standards). I have the entire concept and business case on my mind, I need the support of the writing personnel to draft, articulate and fine-tune it for magazine standards. The article is related to IT product development, business and stakeholder management, decision processes in the product life cycle, US healthcare, it's more like a business case. There are two phases to this assignment, first would be a proposal of 800 words to be shared with the magazine detailing central message of the article, how is it beneficial to the readers etc., and the second phase would be the actual article which could be almost 2000-2500 words long.
