Pre Trial Diversion Programs Researcher/Writer

I would like to get a researcher/writer to do some research for me and help to to compile a report regarding Pre-Trial Diversion programs. I need to compile a proposal and need to find what programs currently exist, where they are located, what is the best locally, what are the results and how are they perceived, etc.
Research paper/Report - Researching and writing of Professional and Collegiate papers.
Description of task:
Must be skilled in reading and writing and researching in US English language
"I am looking for a skilled researcher that is able to locate resources to compile a report of 30-40 pages.
Requires sourcing all fasts and listing them at the end of the report or in footnotes
All research will be in english and consist of psychological and legal topics, research reports, articles and websites.
Compile a list of resources that represent the authority on the topics of the report including emails, websites, phone numbers and names.
I am looking to have this completed within two weeks and require communication every other day.
