How to build a Solid Waste Management and Recycling Technology in Democratic Republic of Congo

I have been looking for someone to help write a proposal from an organisation called GCF (Green climate fund).
Here is an idea of my project:
Must of the African countries do not have a Solid Waste Management and Recycling Technology. For instance, in DRC, population is about 100 million people, alone in the capital ‘Kinshasa’, almost 12M to 15M and no system at all to collect and process garbage. Result, pollution is skyrocketing, everywhere in town, river, etc you find garbage.
I have few information’s to build such automatic sorting system by using machinery, trucks, logistics etc…
Is this something you can do? We can find a template for a grant in from their website.
We can develop later if you are interested.
