FAA and GCAA regulatory requirements - 2000 words

A US based airline operating under Part 121 Flag and Domestic regulations wants to establish a
subsidiary in UAE and thus requires an Air Operator Certificate (AOC) granted by the GCAA. In the
UAE we use the Civil Aviation Regulations (CARS). You are tasked with conducting a ‘gap analysis’
to identify key differences between the FAA and GCAA requirements in the areas noted below and to
devise an action plan to fill those gaps. The elements to be addressed are as follows:
Task 1- Process of acquiring an Air Operator Certificate (AOC)
• The process for the granting of an Operator Certificate to an air carrier by GCAA and FAA

Task 2 - Key requirements
• Requirement and qualifications for Key Post Holders (in CARS regulations) with the Required
Management Positions (under FAR Part 121 regulations)
• Requirements for airline manuals in GCAA and FAA
• Requirements governing flight crew and flight attendant certification and qualification in GCAA
and FAA

Task 3 - Action Plan/Conclusion
• Having identified the ‘gaps’ in the areas noted above (in Tasks 1 and 2), you will now devise an
action plan to fill those gaps
