Establishing Governance Framework IT department using Cobit or ITIL.

Objective: is to create a Governance Framework Standard for an IT department using Cobit or ITIL.
to help my IT department to develop, organize and implement strategies around information management and governance. The Framework has to consist of:
1. Areas to cover within the IT dept.
2. Deliverable has to be in PowerPoint and MS Word.
3. Deliverable to include practical action plan.
4. The MS Word deliverable to answer the following:
- What is IT Governance?
- Why is IT Governance critical to IT department success?
- How do Corporate and IT Governance work together?
- How to align IT Governance and IT Strategy?
- How to use an IT Governance Framework?
- How to implement effective decision rights?
- How to follow a phased approach to implement IT Governance?
- Others
