Compile a Comprehensive List of Open-Source Software for Expanding Scientific Literature Search

I am looking for an experienced freelancer to create a complete list of existing open-source software that can assist in expanding scientific literature searches. Specifically, I need software that addresses the following problem:
- You have a specific question within the field of natural sciences.
- You already possess several pdf files of scientific papers that are highly relevant to answering this question.
- You want to identify a few more scientific papers that are the most relevant to your question.

Your goal is to compile a list of open-source software that can assist with this type of literature search. You will NOT be performing the literature search yourself on this project.
This software can either be specialized tools designed to assist with literature expansion based on existing papers, or more general tools (for example, for scientific literature reviews in general, or natural language processing) that can be easily adapted to solve this specific problem.

For each software on the list, please include the following details:
1. Link to the repository (e.g., GitHub or another open-source platform).
2. Last updated date – when was the software most recently maintained?
3. Links to any associated research papers (e.g., pdf from arXiv or other repositories) that describe the methodology used by the software.
4. License type (e.g., MIT license, GPL, etc.).
