Write a detailed proposal report for synthetic biological project

I need a person who has strong knowledge of synthetic biology and can write a project proposal report equivalent to the iGEM project. The main difference is that you have to provide a 'proposal', not a completed project, just a well-defined and correct idea, in as much detail as possible, to allow an expert to evaluate it,
and possibly execute it along with some expected outcomes.
