Write a Business Toolkit or Guide

I am looking for a freelance writer or business analyst who is skilled in writing toolkits or guides, business plans, proposals etc.
Project specification
Design and produce a toolkit/guide that's similar in presentation to that at the link below:

The toolkit/guide is a self-help guide with resources geared to help small business owners in the USA to take advantage of USA government COVID-19 relief.
It should be approximately twelve pages but can be longer depending on the topics to be included in the contents page.
The freelancer chosen for the project will be pointed to resources that they can research to produce the toolkit/guide.
The freelancer should first research and produce the contents page, which is a summary of the topics covered in the toolkit/guide. This will be reviewed by the buyer. The feelancer will make changes to the contents page based on feedback provided by the buyer.
The toolkit should be produced in MS Word initially, with the final being converted to PDF.
The freelancer will be required to make changes to the draft MS Word document before the final and completed version is converted to PDF.
The toolkit is targeted at business owners in the USA hence, the freelancer should have excellent English with a "helpful" writing style that a 14 year old can easily understand.
The freelancer should not just copy and paste content from the internet. The content should be witten in their own words. Some content can be copied but this should not be more than ten to fifteen percent (10%-15%) of the total content.
The images used in the toolkit / guide should be free of copyright.
