I'm seeking a comprehensive scrutiny report investigating corruption and the failures of particular government agencies, specifically the Council, Police, and Social Services.

Key Focus Areas:
- The report should delve into the misuse of funds, unethical behaviour, lack of accountability, victimisation, corruption, obstructing justice, and unlawful behaviour.
It will include the failure of multiple scrutiny committees to ensure compliance and ensure legal processes, framework is upheld

- It should provide a case study-driven, evidence-based narrative that highlights these issues.

Ideal Skills and Experience:
- Experience in investigative reporting or auditing.
Experience in detailing corruption of government agencies
- Strong analytical skills to dissect complex data and identify patterns.
- Ability to present findings in a clear, concise, and impactful manner.

The final deliverable should be a thorough report that provides a detailed account of the findings, substantiated with case studies and evidential data.
