Project feasibility report for a medical center/ hospital

I am looking to engage an experienced professional to do the following project:
Project description: I am looking to open a multispecialty hospital catering in one of the states in Eastern India. I need someone to prepare a project feasibility report for the hospital, which will include basic market research using publicly available information & databases.
I will provide further guidance on how to prepare this report.
Qualification of the person I desire: A degree qualified individual, preferably with sound business sense (MBA?), knowledge/ understanding of the healthcare, hospitals and medical issues, experience in preparing project feasibility reports/ business proposals.
Deliverable:
(1) Project feasibility report (50-60 page).
Budget : Rs. 20000 Willing to go up to Rs. 30000 if I see exceptional value add.
Time: 10 days to 2 weeks for the first drafts
