VTube expert create and set up a realistic female model

I need a freelancer with expertise in VTube who can create a realistic female vtube model with 5 clothing variations. I also require it to be set up on my pc and android mobile correctly so it syncs with my lips when talking and moves its head with me and makes the same expressions so I can make videos and stream.
