Safety Metal Breakaway Fence Installation

I am seeking some help with a breakaway fence plan for a flood plain fence I am currently trying to get approved by the city.
I have a breakaway plan the city has used in the past for chainlink, with metal poles. My fence will be the same type of metal poles generally used in chainlink, but I am using 6’ premade wood panels.
The city told me the plan they have is specifically for poles with chainlink as the fencing material, so I would have to have the same plan they have modified for my project and stamped by an engineer.
