Create 3D animation of human and apply it into real world video

We created a 3D human model (Not Rigged)
We need to:
1. Fully rigged the model including for face expressions
2. Create animations with the rigged model (preferably motion capture) of her going down stairs (not holding a cat), standing looking around, face expressions in all kind of positions.
3. apply the 3D model animation into the real world video (The real world video is static filming from tripod).
Please see attached video with actress, this is one Scene, we will have 3 Scenes like that (something like this with 3D model instead of the actress).
little longer with some head turn like she looks around and some face expression a smile etc... about 20 seconds each scene.
The end result video would be about 60 seconds long full HD.
4. We will supply you with the real world video potage
* No sound
