Project Title: Commercial Building Design Project in Australia Sydney

I am looking for a quote for the design with the view of maximum yield for a R4 zone site which allows 16.5m Height.
The project is in Hornsby Council in Sydney Australia Local planning codes and local rules are available on the below ling refer development control plans DCP on the council web site.

What I want to do is
1. Build a child care center with at least 60 Kids plus any additional space like Apartment or Commercial offices. The idea is maximum yield with a consideration on Build cost too.

The site width is 15.38m which does not comply with Hornsby Council R4 zone side setbacks as we need a building width to be around 10M. The site has apartments being built around it which limits any possibility of amalgamation with neighbouring property.
