I need a recruiter

I am looking to hire a Mitigation Project Manager for our Property Damage Restoration Company. We are growing quickly, and we are having trouble finding specialized talent. We will need to make multiple hires in the near future and would like to build a relationship with a freelance recruiter who can help us target and source top talent. I have decent contact list built already, but I cannot chase potential candidates. I am hoping a freelance recruiter can be our investigative and enrollment arm that attracts talent.
